Why don't you try to contact your local "Arbeitsamt". They should be able to tell you whether there are any jobs available or who else you could ask for an English speaking job.
References :
A lot of Germans speak decent English, so it shouldn't be too hard to get around, from my experience. Try looking for work near an American base. Most of the Germans there are used to Americans around and should be able to help you.

As for the types of jobs.. it depends on what you want to do. I don't know of any agencies or anything, so I can't help much. You should also try looking online for information that can help or ask around. =/
References :
English-speaking, NOT German-fluent, Asian-American who lived in Germany for 5 yrs.
